The Major Projects Secretariat (MPS) was established to perform key functions as specified in the regulation of IF, as well as provide the technical and administrative support to CAFI in close coordination with the National Development Agency (ADN), and the National Procurement Commission (CNA). In particular, the role of MPS in addition to support CAFI meetings is to carry out preliminary appraisal of project proposals and provide recommendations on project viability as well as financing options to CAFI. MPS also executes payments based on recommendations from ADN by Commitment Payment Vouchers (CPVs), Purchase Orders (POs) and Purchase Requisitions (PRs), Journal Voucher, and TPO.

The key function of the Major Projects Secretariat according to the Article 14 of the Decree-Law No. 13/2016 of 18 May is to provide technical and administrative support to CAFI, including:

  1. Payments execution;
  2. Project Briefs/Project Proposals Evaluation;
  3. Projects Appraisal;
  4. Performance Reporting and Monitoring;
  5. Project Planning and Budgeting (IF Budget Book 3A);
  6. Interface, coordination and collaboration with key stakeholder i.e., ADN, NPC, LMs, etc.;
  7. CAFI facilitation and administrative support.
